In the side panel of the Outbreak List there is a New Outbreak button (plus sign) which is used by PHS users to record a new outbreak.

An new outbreak report form will be displayed for the user to complete data entry on. The new outbreak will be associated with the PHS Office of the PHS user.

The outbreak form will remain as a draft until the user edits and clicks SAVE. An Outbreak Number will then be assigned.
